I would be ok with an encrypted HSPICE model if it has the RX terminations disabled?

Also, the reason I suggested touchstone is because that is what is available on the web for that part. So, I was just curious if you have a similar model with the RX disabled.

The Touchstone S4P file on the web is its return loss measurement data. 

Why do you want a model with HS termination disabled? Are you trying to simulate the LP behavior?

I want to try to use this part as a tap near the center of a CSI bus to be able to split the signal to a logging system for development.

In this case, I think you may want to simulate the HS performance of the DPHY440 which means the TX and RX termination will be enabled. Below is the RX EQ Touchstone S4P file which you can use to simulate the DPHY440 RX equalizer compensation capability.

Yes, while I want it to be in HS mode, I also need the RX termination to be disabled, otherwise there will be too much termination on the bus.

Unfortunately I do not have a model with RX termination disabled. RX Termination disabled typically means we are in LP state with a constant state, so channel loss does not have much impact on it.
