In regards to the DP83TC816-Q1, are there any evaluation boards available for connecting the PHY to a MCU? More specifically, I'm looking for sort of the same arrangement as the DP83TC811SEVM evaluation board.

We do not have evaluation board for DP83TC816 similar to DP83TC811SEVM.
