SN75451BDR design help

Hello I tried using this http://search.digikey.com/us/en/products/SN75451BDR/296-14960-1-ND/562591 IC in an RC car project and am having difficulty getting it to function properly.  I chose this IC because I came across this link http://itp.nyu.edu/physcomp/Labs/DCMotorControl explaining how to use (what seems like) the DIP counterpart with a simple micro-controller. 

At first I had 10k resistors as pull downs on the "B" pins,  I have also tried wiring them to VCC to pull those pins up.

I am seeing ~1.5 volts at all "A" pins it does not matter if my microcontroller connected and disconnected from the IC.

I am also seeing 1.5 volts at all "B" pins unless I connect those pins directly to ground or VCC with no resistor.

At the "Y" pins I see very little voltage change, maybe .034 Volts at most.

I have also tried wiring up this IC using a breakout board I had fabricated.

Any help would be greatly appreciated thanks in advance.
