This customer has an additional question:
"The part comes in two different packages ZAJ (168 balls) and ZAY (167 balls, but physically larger). Is there a recommended package? That is, is one of them more readily available, or cheaper? I see that the eval board uses the larger package (ZAY)."
Looking in the d/s, i don't see major differences in the pinouts, and there are no mech dwgs! :(
What are the purposes of the two package options?

I am using 2 of the 3 ports in “Beta” mode and do not use the 3rd port at all. According to the datasheet, the VREG_PD pin when grounded enables the in-chip 3.3 V to 1.95 Volt regulator. The literature further says that: “When using the internal regulator, the XIO2213B can support a maximum of 2-Beta and 1-DS connection simultaneously.”
Since I am using only 2 ports in Beta mode, I think that I fall into the above category.
1) Since I am using the internal regulator, I do not need to externally generate 1.95 V, is my understanding correct?
2) Should I still provide decoupling capacitors to the following pins: DVDD_CORE (3 pins) and PLLVDD_CORE (1 pin)?

1) Correct, you do not need to externally supply 1.95V when VREG_PD is connected to ground.
2) Yes, it is recommended to keep the caps for noise filtering.
