DS40MB200 power at lower data rates

I am looking at the DS40MB200 at a 3.125Gpbs data rate.  The datasheet only provides power at the max data rate.  Does the power decrease significantly with data rate?

    This is a current mode CML based part, current consumption is more or less fixed, it does not greatly increase or decrease over frequency.  Note there is a MIN data rate for the part and also DC balanced data is required as well.
