P82B96: VCC connection?

Please review following question and respond:

I have Sx and Sy side connected to the I2C master and Rx/Tx and Ry /Ty connected to the slave. The slave device is a power brick that gets powered up first and needs its I2C interface in a known state. The master has not been powered yet. On the slave side (the power brick) I have the I2C pulled to a STBY voltage that is always up. If I connect the VCC of the P82B96DG to the STBY voltage – before the master side has power the Sx and Sy will be low (no pull up powered) – will the Tx and Ty be low or tri-stated. I need them to be tri-stated. So I am basically asking – what do I connect VCC of the chip to – the voltage that powers up first (the slave) or the voltage that powers up second (the master).
