DP83848 pinos 3 e 4 nao respondem a ping

hello!

I use-DP83848 PHY and PIC32MX795 with router

 PING when I run on my PC the pins 3 and 4 do not have change

I can see the WIRESHARK appears as shown in the accompanying figure

 

How do I know if the DP83848 PHY-this 'talking' as PIC32MX795?

I appreciate any help.

    Which DP83848 variant are you using?  Could you provide a schematic for review?

    I ask your help to clarify whether the DP83848CVV  this working properly!

     I'm trying to make the circuit respond to a PING and is a server-page (same circuit-Ethernet Kit Microchip)

     

    I see:

    1) The pin 27 always on.

    2) The pin 28 always on

    3) The pin 26 off lights when transmission has

    4) The WIRESHARK shows Microchi_71: 90:69 ( This indicates that the PIC passed information to the DP83818  ?)

     

    I believe the DP83848 is working properly.

    I ask your help where should I focus on where (in DP83848)  to find the problem:

     example: 2,3,4 pins (TX) or 43.44 (RX)

     

    NOTE-1: I read your comments that pins 18.37 -> 23  should measure 1.87v. but has 1.5v.  how can I to make up to 1.87v?

     

    NOTE-2: The PIC   IP Adress: 169.254.1.1 MASK: 255.255.0.0 GATE: 169.254.1.1 DNS: 169.254.1.1

    MY PC:   IP Adress: 169.254.1.10 MASK: 255.255.0.0 GATE: 169.254.1.1 DNS: 169.254.1.1

    These data do not mean anything to see if the DP83848 is working properly?

     

    NOTE-3: Excuse my ignorance.

    1) If the WIRESHARK shows Microchi_71: 90:69 this means that the PIC 'talks' with the DP83848

       So the problem is that the DP83848 not 'talk' with PIC , or the PIC is configured \ programmed or problem in circuit PIC

    Sorry to have made so many questions, but I make the circuit work!!!! Now I see the PING and also the page is displayed.

    Among the many difficulties I highlight two:

     1) Incorrect address files for compilation.

     2) Force the setting 'Auto-Negotiation Modes' for 10BASE
