The TUSB2046B requires a power=up reset timing, (refer to datsheet for more information), add a 1uF capacitor from RESET# to ground.
Connect a 1.5K resistor from DP0 to 3.3V
Connect EXTMEM# to 3.3V

Can you provide your updated schematic? 

Make sure terminals OVRCUR# are high.

Check your voltage levels.

now i did manual correction ,

DP0 pulled up to 5V throgh 1.5K

reset grounded through 1uF

still not detecting

DP0 must be pulled up to 3.3V, the terminal is not 5V tolerant, can you send scope captures of DP0 and DM0 at connection, also a scope capture of RESET# Vs Vcc Vs XTAL1 at power up.
