Can you confirm what value the internal pulldown is on the EXT_ARB_EN on the XIO2001 PCIe-to-PCI Bridge per the following information from the Datasheet?

"Note: The EXT_ARB_EN input buffer has an internal active pulldown. This pulldown is active at all times"

It behaves like a floating (or near floating) input ... and is very sensitive to any noise or temperature change.

You need to install an external resistor.

Thanks. It is always nice when there is a good explanation for "strange behavior". At the time this board was designed we were using errata scpz008a ... which didn't have errata #5 in it.

That explains it so it is AOK to close this issue.
