TLK1221 RBC Clock vs REFCLK

In TLK1221 datasheet is written:

"The receiver clock interpolator can lock to the incoming data without the need for a lock-to-reference preset. The received serial data rate (RXP and RXN) is at the same baud rate as the transmitted data stream, ±0.02% (200 PPM) for proper operation."

Correct me if I'm wrong:

RBC clock is at the same baud rate as REFCLK so when i have transmision link build with two TLK1221 (A,B) , where one (A) running on its REFCLK which have slightly diffrent (in range 200PPM) frequency then other one (B), after some time  needed for cumulate this difference to one REFCLK period   data on RD will be lost?

or

RBC(A) clock is generate from incoming serial data stream and its  frequency is the same as REFCLK(B) TLK1221 which is link transmitter and condition 200PPM diffrence  between REFCLK(A) and REFCLK(B) is only for proper lock RBC(A) on data incoming with frequency REFCLK(B)?
