Interrupt handling using PCI1520

We are using the PCI1520 in application that could include the use of 32 and 16bit (ISA) PC Cards in a system running Windows 7(32 bit) OS.  The Figure 3-1. "Simplified Block Diagram" in the PCI1520 Data Manual refers to the PCI950 IRQSER Deserializer. It doesn't show a connection to the PCI Bus.  However, in Figure 6. "Typical System Installation" of the PCI950 datasheet does without a Interrupt Controller.   Please clarify.  Is a Interrupt Controller needed? And what will be connected to the PCI Bus in reference to interrupt handling?  Thanks.
