I don't think that there is a SMPTE or other video spec for Broadcast quality H-sync jitter but there are specs for pixel clock jitter and pixel clocks are PLL derived from H-sync. See Fig. 1 and Table 1 in the attached.
Actually, I did find that RP-154-1994 specifies +/- 2.5 ns h-sync jitter for "studio color black" (standard definition video). See http://e-sites2.tek.com/cmswpt/pmdetails.lotr?ct=PM&cs=coa&ci=14292&lc=EN
