The datasheet of TFP403 described Pin #42 must be tied to high for normal operation.
If I tie this pin to ground or left float, what will be happened?

There is an additional question.
My customer was placed with the pin left open.
And they say there are no problems in pre-productions and it works well.
If they leave this RSVD pin float, the output signal such as RGB or Sync cannot be output sometimes?

I reviewed more information and found that this pins is actually the CTL3 signal, so you will probably not see issues with your output, however it could cause EMI interference if left floating. Also the device functionality is only guaranteed when your follow the Datasheet Specification so I would recommend to connect this terminal to 3.3V
