SN74LVT125D quad buffer holds output values for change in input

Hi,

I am using SN74LVT125D quad buffer to interface TTL signals coming from an external source to a 16-bit microcontroller.

The Externals signals come onto the PCB through a D-9 connector. While testing i have observed that the buffer is not changing its output state even when there is a change in the input. I used the buffer to translate the 3.5- 4.5V signals to 3.3V, to limit the stress on microcontroller pins

My application is that the microcontroller should be able to detect the changes in voltage level, i.e., 0v or ~4V. However, the buffer is holding on to the value and not allowing the change in state.

Can somebody help me out..
