Is it OK to apply inputs to these RS-422 receivers when the power is off? I think this is termed as cold sparing in the datasheet.

You are correct about cold sparing. In cold sparing, voltage may be applied to an I/O before and during power up. When the device is powered off, Vcc must be clamped to ground and the I/O voltages applied must be within the specified operating conditions in the datasheet.
