I find it said that there maybe a PAD on the bottom of the Die, but how can I identify if there is a pad or not? thanks

We don't have samples in hand...

       The TL16C550C has 3 variants of packing ( PLCC 44 pin, LQFP 48 pin and TQFP 48 pin ). Non of them has a thermal pad, indeed the text fragment You are remarking is referring to a thermally enhanced plastic package and not to a thermal pad.
