TUSB7320 interface with USB 2.0 standard A socket

The TUSB73x0 is a USB 3.0 capable device. I wish to connect the USB port interface using a USB 2.0 standard A receptacle. (I'm not connecting the super speed pairs to anything.)

I expect a USB 2.0 device to operate fine. However, what would happen if a USB 3.0 device is plugged in? Since the controller capability defaults to 3.0 will the communications resolve to 2.0 or just fail? Is there a way to dummy down the capability of the TUSB73x0 to 2.0?
