We need an I2C level converter where VREF1 is from 2.1V-3.7V and VREF2 is 1.8V. The PCA9306 is an obvious choice, but it requires there to be a least a 0.7V difference between the two Vcc's. Any suggestions?

The closest fit for your application would be the TCA9617A.
The voltage range on the B-side of this device is 2.2 V< VCCB< 5.5 V
If you could guarantee that your B-side voltage will not drop below 2.2 V, then this product will work.
