TCA6424A - Exposed PAD

I found my question in the above thread, but I could not understand well.
Could you please confirm if my following recognition is correct ??

1) Exposed PAD is NOT electrically connected to the die.

2) Exposed PAD could be connected to the GND plane of the board.
     I believe the answer is YES if 1) is true.

3) There is following description in the top page of the datasheet. What does this "secondary ground" mean ?

              Here, maybe "Secondary" should be replaced with "Additional" to make it easier to understand. The PAD can provide thermal relief for a part that carries a lot of current. The TCA6424A does not carry a lot of current and the benefits of the "Center Pad" would probably be negligible, but a low resistance GND path (multiple via connected to a plane) is never a bad idea.
