Hello Katsunaga-san,
It is possible to have the input clock first, it wont damage the device. However, this may cause an undesirable behavior of the PHY. Therefore, the customer must follow the power-up sequence from the figure 5-1, in order to avoid any issue.

It means that the input clock must be stable when RESETB goes to high.
