It would confuse the engineers to see a "High" output because the outputs are open-drain, requiring external pull-up resistors to Vbus. So a high at the input causes the output to go high-impedance (Z), and only the pull-up resistor allows a high to appear at the output. Measured without pull-ups the output is Z.
All I2C devices are specified this way.
