In order to connect two PHYs together via the MAC interface, they would have to operate synchronously. In MII mode, the RX_CLK is based on the recovered clock from the partner so it will not be synchronous to the MAC interface of the second PHY.
With the correct configuration, two PHYs can be connected via the MAC interface when they are operating in RMII mode. An example of this can be found in our application note on RMII mode (http://www.ti.com/lit/pdf/snla076) in the section titled "Full-Duplex Extender Operation".

I do not have any recommendations for a standalone MAC IC, but there are TI devices (e.g. Stellaris, Tiva) that include a MAC interface.
Currently, we do not have a 1000Base-X device in our Ethernet PHY portfolio.
