USB3.0 - 10kohm pull down resistor on VBUS

Hi Team,

Please allow me to ask you about the USB Standard.

Our customer is considering to tie USB VBUS line to GND through 10kohm resistor. The reason is that when they power down their system, USB  VBus voltage would not drop below 1.5V. Maybe it will take very long time for discharge.

From the USB standard point of view, is it allowed to connect 10kohm pull down to VBUS line ?
