What is maximum current MAX232 (SOIC package) can drive on TTL side. Can I drive optocoupler which requires 20mA to turn ON?

Rohan,

If you are asking about the ROUT pin, they can source 1mA and sink 3.2mA.
The TOUT outputs can't drive 20mA either. You will need a transistor to drive the LED
