I would like to extend the I2C lines over a 2-3ft cable, Could the 9617 be used at each end to interface the two devices

    Yes, TCA9617B is a I2C bus buffer that can be used to resolve the problem of large capacitance due to long lines.
    Please make sure you keep your design within the I2C spec capacitance limits. TCA9617B device can definitely help you achieve that.
