Our cusotmer want to expand one pcs I2C port to 18 pcs I2C ports with PCA9518.

How to configure PCA9518? Is below circuit right or not?

Hello Oliver,

Thanks for the question.

This looks correct. I am assuming all of your enable pins go to an appropriate GPIO in order to control which bus is enabled or not. If that is true, then your circuit looks correct.

Only thing I would like to add is that double check to make sure that your expansion ports (EXP ports) also have pull-up resistors on them, since these ports are open drain as well)
