Can my customer use only internal Vbus(HV) FET, not use internal Vbus(5V) FET?
Or should we always use internal Vbus(5V) FET at the beginning of the PD communication.

You should always use PP_5V0 to VBUS FET to deliver 5V to VBUS for delivering Type-C voltage before PD communication if the product is either a Source (Rp) only or a DRP (Dual-Role Port) with Rp and Rd toggling.
If the product is a Sink (Rd) only, then the PP_5V0 FET could be un-used, but this is a rare case.
