You are correct is saying that the High Voltage spike should preferably be directed to earth ground. However, selecting the earth ground also depends on which side of the magnetics the TVS devics is connected to. TVS device manufacturers have recommendations for where the devices should be connected. For e.g. if the TVS devices are placed on the PHY side of magnetics then the selection of ground can change if earth ground is not accessible from that position.
