I have DP83848VYB. I need powered DP83848VYB from outseide. (tester HILEVEL have powers 3.3V and 1.8V). That delay necessary between two powers.

Could you clarify your question? Are you saying that you want to connect an external 1.8V supply to the PFBIN1 and PFBIN2 pins of the DP83848?

This is not recommended. Please see the note for the "Special Connections" table in section 4.11 of the datasheet. Power to the PFBIN1 and PFBIN2 pins should be supplied by the PFBOUT pin.
