Dear Sir,

Regarding to the Level shifter of PCA9306, can be used as both type level translation (VREF1<VREF2 ) or (VREF1>VREF2 )?

Thanks for the question.

The PCA9306 requires (for translation) that VREF2 >= VREF1 + 0.6 V.

Please see the below images. Also note that the EN and VREF2 pins are shorted together, and then are pulled up to the power rail through the 200k resistor. This is very important for translation to happen.

so it can't work as vref1>vref2, right?
can we exchange Master side and Slave side?

That is correct. You cannot have VREF1 > VREF2.

You are allowed to put the master on whichever side you want. There is no requirement on what side the master or slave can be on.
