Has anyone been able to get the Apple Macbook Air USB C charger to negotiate up to it's maximum voltage?
It doesn't seem to negotiate above 5V in my testing. The Google Chromebook adapter works perfectly however.

These Source PDOs can easily be observed with a USB-PD Analyzer if you have one available.
The TPS65982-EVM has many default configurations that will accept any voltage between 12-20V@3A, but they will revert back to 5V because the MacBook AC adapter only has 2A to offer.
Feel free to Load the Default UFP-Sink Only FW in the TPS65982-CONFIG Tool and change Sink PDO2 = 14.8V@2A, load it on the EVM, and measure VBUS.
If you need additional information on this process, the EVM and Config Tool both have User's Guides available on ti.com
