XIO2001 PCI 2.1 compatibility issue

I used to design XIO2001 + PCI 2.2 based audio boards and it works well.

but I wanted to use old PCI 2.1 audio chip stock so I designed the demo board 

but Continuous noise is generating from the digital audio output.

XIO2001 is not compatible with PCI 2.1?

Any custom setup need on EEPROM?
