Could I set TPS65982 I2C1 to slave mode and I2C2 to master at the same time??

Karl's answer is correct, but I would like to add on another quick comment to help you understand the situation a little better:
The TPS65982 Datasheet is an accurate description of the HW capabilities of the TPS65982, but it is essential to supplement the datasheet with the TPS65982 FW User's Guide.
Although the TPS65982 Datasheet makes references to the FW User's Guide and "Application Code", it would be nearly impossible to point out all of the features and settings that are enabled/disabled (or in this case, not implemented) in FW while keeping the datasheet concise and up-to-date at all times.
And if reading the lengthy FW User's Guide becomes cumbersome, you can always quickly browse through the options in the TPS6598X-CONFIG FW Configuration Tool. If you don't see an option such as "I2C Master Enable", that is because it is not a currently available feature.
