Per the USB PD specification, the PD contract will establish at the highest matching PDO, therefore in these two profiles since they both support a 20V/5A PDO a 20V contract will be established.
To test a 12V/3A contract you could use config #12 which contains the 12V/3A as its highest source PDO. To test a 5V/2A contract you need to either use the Host Interface python scripts (modification of the set_sourcesink_cap.py script) to dynamically change the source/sink PDOs of each EVM to reflect the 5V/2A PDO or create/modify a profile in the TPS6598X-Config tool and reflash the TPS65982-EVMs.

The latest EVM User's Guide on TI.com follows the latest EVM FW build and the configuration table on page 13 describes the 16 configurations possible.
I believe you may be referring to the Quick Start Guide that came in your EVM box. We had a revision done back in October that increased the number of profiles from 8 to 15, and our second build of EVMs contains the updated Quick Start Guide.
To make sure you have the latest EVM FW please load the EVM Recovery File located in the TPS6598X-Config tool onto your EVM. Once that is done the DIP switch settings correspond to the table defined in the EVM User's Guide.
