Does this mean this IC can take 8KV contact discharge per IEC 61000-4-2 ?

Thanks for your question.
HBM and IEC 61000-4-2 are two very different ESD tests. The IEC test contains much more energy content for a given voltage than HBM does.
So, No, the TCA9406 is not tested for IEC 61000-4-2 8kV contact discharge. Typically, a general derating we see for HBM -> IEC is roughly 50%. This is of course only a general guide line and not guaranteed, but for example, we would normally see a 8 kV HBM ESD setup handle roughly 4 kV contact IEC ESD.
