I would like to know if this part needs the fail safe bias resistors connected to A and B?

    The SN65HVD75DR device implements internal failsafe biasing, so no external pull-up or pull-down resistors are needed. This feature is implemented by shifting the receiver's high-level and low-level thresholds so that they are both negative (rather than being centered around 0 V); you can see this in the VIT(+) and VIT(-) specifications. This ensures a high-level output on the R pin whenever the input differential voltage is close to 0 V. This could occur if the bus is undriven (idle), shorted, or if the data transmission cable is disconnected.
