PCI2050B GHK/ZHK package NC pins?

The most recent datasheet labels many pins "NC" for the GHK/ZHK package. Unfortunately, there isn't even a footnote defining NC as "No Connect", and if there were, "No Connect" is a vague term that can be interpreted in 2 distinct ways with opposite implications for an EMI/EMC/SI expert reviewing my design. He wants me to tie off every single ball on the package that is not used for signal or power.

1) NC could mean that the balls are not connected anywhere and it is safe to tie them to ground.

2) NC could mean "Do Not Connect", there may be test signals on some of these balls.

My question is:

Is it safe to tie all the NC balls to ground for the PCI2050B GHK/ZHK package?
