DP83867 Reference clock input (X_I) connection

Section 10.2.1.2 on DP83867E/IS/CS datasheet (SNLS504) describes how to connect an external clock source. It seems to depend on the clock source output voltage regardless of DP83867 I/O supply voltage (VDDIO). For example, a 3.3V clock source with a capacitor divider can be used when VDDIO is 2.5V.

Is my understanding correct?
