Access three CPU Uart through one RS232

    What logic or method decides which CPU is allowed to send data?
    Is it OK if all three CPU receive the incoming RS232 data at the same time ?

    Can 4 signal RS232 be used? TX, RX, RTS, CTS (I/O data with simple hardware flow control)
    Is the application DTE or DCE? Is 1990 terms, Computer or Modem?

    I assume the software run on the remote system knows that there are three different CPU out there.
