What kind of issue occurs if td1 is not satisfied ?

Hi Kato,
Don't worry about Td1, as long as you comply with td2 everything should work fine.
In most cases Vdd powers digital circuitry, that's why it has to be asserted before Vcc.

Hi Kato,
ESD diodes are place in IO pins, one from GND to IO pins and another from IO pin to power supply.
There is no need for diodes between Vdd and Vcc.
