TPS6598x configuration tool questions and libusb-win32 install failed.

I have a new design that is using the TPS65896.  I want to do the following:

1) On fresh boards, install firmware and configure it for my needs, would like to use the Aardvark I2C/SPI for this purpose.  I have connected both the SPI and the I2C lines to the Aardvark connector on the board.

2) Change the configuration so that the TPS65986 advertises 5V and 12V at 1.5A each.  If I had to I could use 20V @ 1.5A or higher.

Questions:

1) Any issues with this so far?  Can I do what I need to do?

2) Can I hold the chip in reset while I program the SPI flash using the Aardvark via SPI?  Or should I use I2C once the system is up?

3) My board is very simple: USB 2.0 hub (with a bunch of peripherals attached) with USB C charging capability to connect to a Dell tablet.  I tested the charging with the TUSB65892 EVM board, looks good, but it only used the 20V or the 5V sources, never appeared to use the 12V source.  Which is what I would really like to use. Any pointer on what I would change in the configuration?

4) I have downloaded the Configuration tool. The firmware that was part of the package I downloaded gave a date of 1/17/2012, is this right?

5) There are quite a few different projects in the configuration tool to start from.  I don't need USB 3.0 or ThunderBolt or DisplayPort.  Very simple device. Which one should I use as a starting point?  Or should I read off the contents of the TPS65982 EVM board and start from there?

7) Lastly, I installed the configuration tool on two separate systems running Windows 10 Pro 64bit.  On both systems the install of the libusb-win32 failed.  Not quite sure what this does, curious to know what this will prevent me from doing?  Is there a particular version of Windows I should be using?  I have access to 7, 8, 8.1 and 10.
