[ DP83849I ] Link Instability with Port Dependency

Hi,

My customer has reported that the link unstability behavior after power cycle. Also, according customer, this behavior can be seen only on Port A. 

---
* DP83849I
* The ports are connected to other equipment which has same DP83849I inside.
* Repeat power cycle. This means the system power is turned off, then turned on again.
* Check LED indicator for each port
* When failure mode occurred, LEDs for port A (#19(LINK), #20(SPEED), #21(ACT) are turned on instantly, then off.
* In this situation, link is not established.
* Other port (port B) does not show this failure behavior.
