Using TUSB8020B on embedded SS-PHY only environment

I am working on system where in SoC we have one available SS-PHY, but we have two SS-device to be connected. I have been looking TUSB8020B for the hub controller between SoC and two devices. I have few questions related to system.

I have attached simplified block diagram underneath:

All components are in PWB, no USB connectors (non removable connections). Also SoC and both devices are SS-PHY only, no USB2.0 PHYs are present (DP and DN pins are not connected). USB devices are powered separatelly, no current is taken from down stream ports. My questions are:

1. Will the USB3 communication work on SS_PHY only, even there is nothing connected to USB2 pins?

2. Do I need burn OTP or will the TUSB8020B work with "default" settings?

3. 5V is needed on up stream port to detect host, right?
