TUSB2046 Not enabling Downstream ports

I am incorporating a TUS2046BVF into an existing USB interface design that was using an Atmel AT43312A USB Hub Controller.  In bringing the TI part into my design I had to add a 3.3V Regulator(Micrel MIC5205-3.3) as well as a Reset Supervisory IC (Analog Devices ADM8617SA 2.93 Vth, 1.4mS Delay).  The interface/hub is BUS powered with individual port control.  A Micrel MIC2026 Power distribution switch is used to control power supplied to the downstream ports(2) as well as return error signals for overcurrent to the 2046.  We have verified the signal levels and delays using the scope and the only item that seems out of order is the /PWRON lines coming from the 2046.  Everything else seems to work as designed.  I have attached a schematic for review to assist in making suggestions to our problem.
