But DS90UB913AQ is 0.1T.
May I know which one is correct?

The DS90UB913A-Q1 is correct when it specifies that the External oscillator jitter must be less than 0.01T. Note that for full speed operation (100 MHz PCLK), the external oscillator frequency would be 50MHz since the pixel clock frequency divided by the external oscillator frequency needs to be 2. The jitter required is then .01* the pclk period (T) which is 10ns, so jitter must be less than 100ps, which is a specification that could be met by any crystal oscillator based clock source.
