Input signals and power application for buffer SN74VMEH22501ADGVR

Hi,

I am using buffer SN74VMEH22501ADGVR for VME interface in my design.  

1) Is there any power filter/ decoupling requirements for this IC?

2) Is there any kind of effects (functionally/ physically) on the IC if the control signals and the input signals are applied before VCC ?
