USB4020BI Question About I2C Lines

I have a customer who asked the following questions:

Are I2C Clock & Data pins of TUSB4020BI set to high impedance during reset?

I responded:

The Clock and the data lines are not operational during the RESET time period. As soon as the RESET period is through the device will verify the settings that are present on the pins (SMBUZx) and then the interface will become active. In RESET the device is completely nonfunctional.

Then he asked the following question:

Can I add a 1k ohm series resistor on the I2C clock & data lines to program the EEPROM in ICT while holding the reset line low? If not what would be your recommendation?

I do not really understand the question he is asking. Can he do this? Is this the proper method?
