In general, when we make cables, we connect the connector's shield to cable's external braid but we don't connect directly the ground points to the shield for EMC considerations.

USB type C Standard defines in one place that GND points are connected to plug shell (page 45)

On Table 3-10 USB Full-Featured Type-C Standard Cable Assembly Wiring, Shield  is defined as Cable external braid and connected to shell but it is not defined that ground pins need to be connected to shell.

The question is -do we connect the ground pins to shield at the paddle card ?

I saw an example from TI about Type C layout but this is for PCB and I'm not sure if it is applicable also to cables.

    Unfortunately I am not 100% certain on the cable paddle board. For our Type-C adapters (DP/HDMI) designs that have a USB Type-C Plug we have always connected the shield to GND. All USB Type-C notebook and devices should have their shields tied to GND.
