TUSB2046B: not working

I have some problems using this HUB:

The host (a tablet) does not recognize any device connected to the HUB, which as you can see are two USB connectors and the other two ports are connected to two STM32F10X (for communications).

I have tried connecting a USB flash memory, it turns on the light (it is powered) but it does not connect to the tablet.
Do you see any problems in the schematic?

Hello Daniel,
Is the pin 28 physically connected to ground? Please, use a simple RC circuit (15K pull-up resistor and 1 uF cap) to implement the reset.

Hello Joel,
Yes, the pin 28 is connected to ground (I modified it later).
I have replaced the chip, since it did not work well, but I have another question before I know if it works correctly.
If on the down port I connect a STM32F103 micro, do I have to put a pull-up resistor of 1k5?
