No, each bus is shared among all devices. PCIe is a point-to-point connection, so there is no sharing; but on the PCI bus, only one device can transmit at a time.
With the XIO2001 (or any other bridge), it is not possible to get more than 133 MHz (minus overhead) out of a single PCI bus.
